Access to affordable housing is a major concern for many Nigerians, especially in Lagos State where the housing deficit is currently estimated at 3.396 million (Ogundeji, 2025).
High rental costs, dated legal frameworks, and unwholesome practices are major barriers to affordable housing.
The proposed Tenancy and Recovery of Premises Bill 2025 is “a bill for a law to regulate the relationship
between landlords and tenants including the procedure for the recovery of premises in Lagos State and for other connected matters.”
The Bill seeks to address this growing concerns by redefining the legal framework governing tenancy agreements, rights, responsibilities, and the processes for tenants eviction in the State.
This Bill passed the second reading on the floor of the Lagos State House of Assembly on the 10th day of July 2025 and has been referred to the Committee on Housing for further legislative scrutiny.
