Theme: Implementing FATF Recommendation 8 Correctly: Practices, Lessons Learned and Opportunities for Reform

About

We are pleased to announce that the 3rd Africa High-Level Civil Society Conference on AML/CFT is now scheduled for July 14-17, 2026, in Abuja, FCT, Nigeria. Organized by Spaces by Change | S4C, Special Control Unit against Money Laundering (SCUML) of the Economic and Financial Crimes Commission (EFCC) and Civic Advisory Hub (CAH),  this edition is designed as a continental platform for conferences within a conference, convened around the theme: Implementing FATF Recommendation 8 Correctly: Practices, Lessons Learned and Opportunities for Reform.

Objectives

Recognizing that civil society is an ally of governments in the fight against money laundering, terrorism financing and proliferation financing, this conference brings together representatives from African governments, the Financial Action Task Force (FATF) regional style bodies (FSRBs), non-profit organizations, law enforcement agencies, regional bodies, regional economic communities, financial intelligence units, financial institutions, diplomatic communities, indigenous groups, academia and international organizations, to discuss ways of building locally-rooted solutions for curbing financial crimes in the African continent while ensuring that measures enforced to combat money laundering and terrorism financing in Africa do not disrupt civil society or harm local communities.

The High-Level Africa Civil Society AML/CFT Conference is an annual civil society-led convening that brings together stakeholders from the AML/CFT ecosystem in Africa and across the world. The annual event advocates prioritizing the risk-based approach and centering human rights and civil society participation in national and global efforts to combat money laundering and the financing of terrorism.

The 3rd edition of the Conference will be held at the Abuja Continental Hotel from July 14–17, 2026, following previous editions in Kampala, Uganda, and Gaborone, Botswana. Public and private partners supporting this conference include the Nigeria Financial Intelligence Unit, Open Society Foundations, Ford Foundation, Mott Foundation, Fund for Global Human Rights, Human Security Collective, Global Center on Cooperative Security, Multistakeholder Working Group on Charities, the NPO Global Coalition on FATF, International Center for Not-For-Profit Law, Article 19 East Africa, International Coalition on Human Rights and Counterterrorism, Kenya NPO Working Group on the Financial Action Task Force, etc.
